While it is running, check /proc/cpuinfo again - did your CPU speed increase? If so, leave it alone. Your system is scaling down the CPU to save power when it is not needed, and increasing it when it needs the extra boost. if not (KDE) System Settings -> Server Settings -> Services Stop acpi, cpufreq, and/or any other services relating to cpu speed you may have running. Check it again. If this works, you will have to adjust the config files for the individual programs.
