I don't think anybody suggests that the U.S. military intentionally targets civilians in the recent wars (though it clearly did in Vietnam and Korea). It is frequently grossly negligent (even by WWII standards, let alone modern standards). In Bosnia, U.S. planes destroyed a bridge while a commuter train was on it. They had total air superiority - how hard could it be to look at the bridge before pressing the button? In Afghanistan, they destroyed an (empty) house by rockets from aircraft while there were children playing in front of it, all of whom were killed. How hard could it be to fly round the house once? .
