To install the latest KDevelop (which is for KDE v3.2)....

 From the approp. link above you can download all that you need.

1) download/install the "KDE base packages"
2) download/install the appropriate "KDE language support"
    package(s)
3) download/install the "KDE development packages"
4) OPTIONAL - download/install "KDE applications"
    packages as desired.
