Linus did not start out to develop a kernel. Secondly, I don't beleive that FreeBSD was available at that time. He was initially building on Minix. Back in the early days of Linux and FreeBSD (and NetBSD) the BSD kernel was certainly more stable. Today, both are very stable, but Linux as a system tends to move forward faster to support new features.
