So, it seems that this package does not include 'configure'.

That probably means that 'configure' is NOT used to
install this package.

There are 2 files in the directory that you MUST read before
attempting to install the package:  'README' and 'INSTALL'
The file 'README' may contain important info about the program.
The file 'INSTALL' should contain the instructions for compiling
and installing the package.
