I see where in ECMA-357 "ECMAScript for XML (E4X) Specification" that
it does specify the differing semantics you are referring to with
regards the normal property get process.

However, no where in ECMA-357 that I can determine is there any
justification for the change in the behaviour of the with block.

I think it is a bug.
