All Rhino CVS HEAD source files specify that Rhino is primarily licensed under NPL, but that it is also distributable under GPL. The source files don't say LGPL, but GPL. Is the essence of the Bugzilla issue you referenced that it exchanged the NPL/GPL licensing for NPL/LGPL licensing?
