"the Initial Developer" is not a person or legal entity such as a company. You need to substitute the I.D. value specified in the previous sentence in the license block comment. But as I wrote, that covers only the initial version. Others have contributed various changes to individual files over the years, and Mozilla does not take copyright assignments, so many people hold copyright on pieces of files.
