The problem was this:

Somewhere along the line the int16 cast of the JUMP_OFFSET_MIN  and
JUMP_OFFSET_MAX had been removed, which caused

 if (off < JUMP_OFFSET_MIN || JUMP_OFFSET_MAX < off)

in emitJump to be true

and therefore i always got extended jumps.



When using local jumps I have no problem. I guess it is possible that the
underlying problem may remain but that occurs very seldom
