jschars, not bytes -- uint16 code points from the plane 0 of Unicode.

Sure enough 
(http://lxr.mozilla.org/mozilla/search?string=JS_SetLocaleCallbacks), no 
code in Mozilla calls JS_SetLocaleCallbacks.  Not sure who dropped the 
ball there -- rogerl may know of a bug on file.
