It's not minimum requirement in the 
report-an-error/throw-an-exception-if-fewer-actuals sense.  It's the 
minimum the callee can count on dereferencing with non-negative indexes 
via argv.  If fewer actuals are passed, the engine will push undefined 
until nargs arguments are available.
