I haven't tested many actual 16bit setups; rather, I looked at the door32.sys that your program spits out and I don't see how it could possibly allow you to run door32.sys games through a telnet server like Com/IP, NetModem, etc. I also ran some tests using 32-bit BBS software with built-in telnet servers, but setting them up to pass a door.sys instead of door32 and then running your converter. I was unable to get this to work. I cannot see how your converter would allow it to run on 16bit BBS software... can you explain how/why your converter would work?
