This strikes me as the kind of thing that has been done before.  By people 
who are probably a lot smarter than you and I.

Have you tried googling "poker odds algorithms"

I'm sure you'll find something ... probably even in your chosen language.

If you don't find anything, may I suggest posting in rec.gambling.poker? 
You will probably find a whole slew of people who know exactly where to to 
find what you are looking for.
