	Use your favorite CGI language to parse the CSV file and turn
it into a table of form input elements with names something like
row_<num>_col_<num>. Set the form to POST the data back and chew
through the fields spitting out CSV. A couple of hidden fields for
rowcount and colcount will probably help.
