It is of course a restricted, serious server, as Google is, which means it's good for e.g. comp.* discussions, but not for posting/reading binaries etc. And it would be my guess that if you're living in China (or Saudi Arabia or, not long now, Australia... ;-) ) then it's inaccessible to you. You might also consider the server I'm using, which originally also was a free, university one.
