oops I messed up the last email.

I was thinking I wanted to have all name value pairs have an ending
comma, but looking over the spec it is not required. hence the somewhat
incomprehensible

then won't that allow

I wrote that and didn't catch it on preview, where I altered the next
bit to reflect that the comma was not required for the last pair in a
sequence. Sorry if it was confusing.
