Subj : c++ digital audio programming?

Hi,

I recently became interested in digital audio programming... 
specifically I would like to be able to read in an mp3 or wav file and 
run some statistical analysis on the data.

Being new to this, can anyone give me any pointers to available 
(hopefully free) tools that I can take for a test drive in c++ or java? 
  I know java has a sound API, so thats a good start, any other suggestions?
