Such a test is illegal in the USA because of the ADA (Americans with
Disabilities Act) which prohibits discriminating against people on the
basis of their disabilities which are unrelated to job performance. I
am one of those people with such a disability, poor muscle control
making it impossible for me to have legible handwriting.
