There's a simple solution to that: If the person claims not be able to test in-person, then presumably the person can't work in-person either. So hire the person to work remotely, and pay only for completed work. If the cheater can find somebody else willing to do $60/hr work but charge only $40/hr, and the cheater pockets the difference the same as a contracting agency does, the employer doesn't really care. .
