Not for any sane and civilised person, no, of course not.

I know that this may have slipped your mind, but terrorists are not sane and 
civilised. In any case, we don't know the motivation behind the first set 
of four terrorist attacks (7 July), since the perpetrators rather selfishly 
killed themselves along with their victims. The motivation for the second 
set of four attacks might yet become apparent; if we ever do find out, I 
think it is pretty unlikely that skin colour will turn out to be any more 
relevant as a motivational factor than hair colour.
