Don't forget _another_ side-effect of the USA's bizarre paperwork maze. To enslave an H1-b candidate, a shop must "advertise the job opening inside the USA too". So they take the resume of the candidate they really want, restate it as a job listing, publish it on a few job boards, and of course toss every resume they get. We have all seen job listings with some level of absurd detail, such as "exactly 15 year experience with C on Unix, exactly 4 years with J2EE, exactly 5 with SQL Server" and so on and on through a list of very specific platforms and technologies. This is simply someone's resume restated as a job listing. Of course this is an attempt to enforce "bidding on a contract", and of course it's as real as Halliburton "bidding" to fortify an oil field.
