I wrote the first IRCbot (Puppe) in C in late 1988 or early 1989. Puppe was a simulation of a Finnish-talking computer nerd. One of the first IRC chatters ("aps") talked with it during several days and in the end did not believe that he was chatting with a program and demanded to see the source. Puppe was actually running on an Atari ST computer, connecting to Oulubox IRC client (-- not IRC server as proper bots are supposed to do) using a 1200 (or perhaps even 2400) bps modem. A friend of mine developed another bot, nicked Roope, based on Puppe's source and sometimes the bots talked annoyingly with each other. However, both bots were somewhat shy to cover their incomplete understanding of human life, leaving lots of space for human-to-human talks within the channel. One of the in-built rules prohibited Puppe to fill more than 10% of the public discussion going on its channel. Naturally, it would continue private discussions without this limitation. If I would have to do something similar again, I would most likely try to do it with Python. .
