You are allowed to change the source, but you must supply the changed 
source under the GPL too..

Also, you are permitted to sell GPLed programs/libraries, provided that 
you also give the relevan source.

If you create a tool that changes some configuration scripts of open 
source programs, I do not think there is anything that restricts you 
from making it closed-source.
