You may want to Google "phonetic dictionary"; I was just reading an old thread on the linux-elitists mailing list http://zgp.org/pipermail/linux-elitists/2000-February/000229.html discussing the exact same problem, and apparently all that OP needed was to download an existing dictionary. Of course, this doesn't solve the "Worcestershire" problem. :) The same thread contains the output of an application of the syllable counter to find haiku in the Linux documentation.
