You must be using Windoze. You have some sort of virus embedded in the stuff you re-install. I would bet large amounts that you are not re-installing from original CDs, but from backups, which were probably taken while the virus was active. It could even be your own homegrown virus, created by a cosmic ray and your memory (unless you have ECC memory, which avoids this). You will just have to experiment with what you re-install after a wipe.
