I don't. I've known people who thought "web programming" meant writing HTML. To some it may mean writing client-side scripts in Javascript or another language. Some use the term for writing other sorts of applications that are embedded in HTML pages, such as Flash programs. Others may use it to mean writing server-side applications front-ended by HTML (and possibly scripting languages, Java applets, or other embedded content) in a language designed for that purpose, such as PHP; or writing, say, programs that use the CGI interface. And some might use the phrase for writing HTTP server extensions such as Apache mods and ISAPI modules. It's even conceivable that someone would refer to writing an HTTP server or user agent as "web programming". Considering how many people refer to anything even vaguely Internet- related as "the web", I wouldn't make any assumption whatsoever as to what the OP meant by "web programming". For my money, it's the most ambiguous of the three.
