Well, I don't know if the rest of the world will take over. Remember that most of europe was against certain recent US interventionism that took place, and it didn't stop our government from just going ahead anyways. The US market is still the largest (or it may be roughly equal to that of the EU) so european software developers will still want to avoid US patents to make sure they can sell stuff in the US. Its a great first step, but we'll have to see if europeans businesses end up following a "defacto" US patent following policy or not, regardless of whether or not there are real laws in place. Oh and of course, the real problem for us americans is that our government never pays attention to events outside of our borders unless we are involved, or Isreal is involved. (The London bombings will fade from the TV about as quickly as the Madrid bombings did.)
