You must get your NATting routers to forward data coming from the
outside on a certain port to the appropriate computer behind it.
This is known as port forwarding.

Specific details on how to accomplish this are router-specific.
Google for "port forwarding" and your brand of router.

If you do not have control over at least one of the routers, then you
cannot create the socket.
