AFAIK, it is text in an anchor in your html as in

<a NAME="AddressIssues"></a>

So, then you could
	hh.exe   My.html#AddressIssues

To use it from inside an html, such as from a table of contents:
<a href="#AddressIssues">All about address issues</a><br>
which creates a link text which will take you to the anchor point when
clicked.
