That's hard to tell. He didn't write that.

What he did is asking German users of this newsgroup to send him an
E-Mail message.

Asking for help would sounds different IMHO. It doesn't depend on the
nationality of the author - or if it does, explaining why it does
would be a very wise idea. And I'd be glad to help, in every language
I can write (including German). Even if I'm not German, but Swiss.

And I don't like people to ask for E-Mail response.
