Hello,

BC5.02 and OWL5 does not have integrated support for mouse wheel.
Some mouse drivers simulate it by sending scroll messages to the active 
  window, that's the only way to use the mouse wheel in BC.05 IDE.

You can upgrade to OWLNext, which has built-in mouse wheel support.
