Wrong newsgroup.  As you can see from the word 'borlandcpp'
in its name, this group it is for the Borland C++ compiler.
No function named 'ParamStr' is provided by that compiler. 

If your question is about C++ Builder then please post it 
in one of the newsgroups in which C++ Builder is covered, 
newsgroups with the word 'cppbuilder' in their name. 

If your question is about Delphi then please post it in 
on of the newsgroups in which Delphi is covered, newsgroups
wiht the word 'delphi' in their name.
