The Turbo C++ newsgroup is borland.public.cpp.turbocpp If the Installable File system manager (IFSMgr) is running then DOS 7, the DOS provided with Win95, has interrupts/DOS calls for handling long file names. You can get the intformation on those interrupts from Ralf Brown's Interrupt List.
