Why are you asking about Turbo C++ in the Borland C++ newsgroup and 
calling it "Borland for DOS"?

The Turbo C++ newsgroup is

  borland.public.cpp.turbocpp

If the Installable File system manager (IFSMgr) is running then DOS 7, 
the DOS provided with Win95, has interrupts/DOS calls for handling 
long file names.  You can get the intformation on those interrupts 
from Ralf Brown's Interrupt List.  A link to the list is on this page 
near the top:

Look for interrupt 21H with AX=714EH, 714FH and 71A1H for 
FindFirstFile, FindNextFile and FindClose respectively.  In Ralf 
Brown's list they are in the file INTERRUP.H
