Windows apps have to play nicely with others (and Windows itself). Unfortunately, it is quite easy for a poorly written application/driver to hose things up. I have used BC++ 5.02 extensively on a dual processor Windows 2000 machine and have never seen the problems you describe. Perhaps you should talk to your vendors.
