Your question is about the command line tools from C++ Builder version 
5, but your question is posted here in the newsgroup for the old 
Borland C++ compiler.  Look for newsgroups with the word 'cppbuilder' 
in their name.  For example:

  borland.public.cppbuilder.commandlinetools
