You need BC++ 5.01 or 5.02 to upgrade to OWLNext.

No, I think it is a good idea to use more recent IDE for an application,
so that it can benefit from the newer capabilities of the operating 
system.  BC++ 4.5 is way too old...

In some cases it may be better to redesign the UI from scratch, using
the new framework - it depends on how much the effort will be..
