I think you can look for the program if you have its pid, but you may
see it even if it is frozen.
If it is your program you can add a  "I'm alive" message that it
responds to if you want to, and send it from another application to
check on it.
If the app uses dde you could send it a query to see what transactions
it handles to see if it is alive, though I think that may not tell you
if all its threads are alive (you could have a multi threaded program
with one or two threads dead/frozen/locked and the others OK.
