We're a small "gadget" workshop more used to embedded stuff than databases or other software. We've been asked to put together a quote for some equipment to select a few dozen people at random from the what appears to be the whole UK voting list. All the names etc.are supplied on CD, and all we need to select around a 1000 names (which we put into one of our "tombola"). When we first looked at the spec, we didn't think look properly at the software requirement since and now the boss is getting worried. We've got to take some 40million name and select the 1000 in a "demonstrably secure, auditable process" and "tenders must specify the degree of randomness" etc. etc.. How should we approach this? .
