That is because you are in the wrong newsgroup. You are using C++ Builder but TargetExpert is part of the old Borland C++ compiler. . There are significant differences between those two compilers. Look for newsgroups with the word 'cppbuilder' in their name. And while you are at it, get update 4 for your compiler. It is a cumulative update so will bring you up to date.
