Wrong newsgroup.  You have posted in the newsgroup for the old 1997-vintage
Borland C++ compiler but your question is about the command line tools from
C++ Builder version 5.   You need to post such questions in a newsgroup with
'cppbuilder' in its name.  This might be a good one to use for that
question:

  borland.public.cppbuilder.commandlinetools

When you post over there please also show the command line that was used.
