That being said Borland's lib files are in a OMF format. Lib files are compiler specific therefore when it states ('possibly COFF', which is the Microsoft Visual Studio format) it means that your lib file is of a different format or it may be malformed. best solution is to use a tool to convert it such as COFF2OMF...if it's originally a COFF file or to try and create a new lib from the included DLL's/Deff files using implib, impdef.
