Wrong newsgroup.  You have the command line tools from C++ Builder version
5.  This newsgroup is where the old Borland C++ compiler is supported.  C++
Builder newsgroups all have the word 'cppbuilder' in their name.  You can
see a list of the newsgroups on Borland's newsgroups page:
