Borland newsgroups are described at:

Questions relating to C++ Builder should be asked in the sections with 
CPPBUILDER in their title. .BORLANDCPP is a particularly poor choice since 
there is no reason for Builder users to come here and most probably don't.

I would suggest .CPPBUILDER.NON-TECHNICAL since this is the catch-all for 
when there is no obvious appropriate section.
