On pre-2000 versions of Windows, you can install or upgrade the HTML
Help viewer components using hhupd.exe, which is available from:

http://msdn.microsoft.com/library/en-us/htmlhelp/html/hwMicrosoftHTMLHelpDownloads.asp

On Windows 2000 and later, the viewer components are considered to be
part of the core operating system and can only be upgraded using
Microsoft critical updates or service packs, the most recent of which
is:
