Any backup plan would require some means of communication - whether that's POTS dial-up lines (hello Fidonet!) or some sort of packet radio. If the Internet is down, it's pretty much a given that dial-up will also be down. I think packet radio exists today, though I haven't heard much of it since the mid-80s. Ham radio networks exist - that might be your best avenue. David .
