Yes, it may have Everything to do what your network setup.  You will 
need to set your router to forward port 23 (Or whatever port you chose 
in GameSrv setup) to the computer running GameSrv.  Usually you can 
access your router settings by pointing your web browser to 
http://192.168.1.1
