Unfortunately, for a true Win32 BBS (that doesn't co$t) Synchronet is the only opinion. As far as options that are not free, the only ones I can think of are Major and Wildcat. There are WinDOS based ones, such as Mystic and EleBBS -- but IMHO, those things don't have quite the configurability, functionality, stability, and security of Synchronet.
