It doesn't ASK if you want it installed. Sure, you can get rid of it with one keypress, kinda the same way you can get rid of any windows program with one mouse click (uninstall feature). Outlook Express is not "fully functional" either until you input the server information. IE is not fully functional until you specify the network settings. Those too are 95% pre-installed, and can be removed with a single mouse click. I fail to see the difference. However, wether or not me or other sysops think this is a good thing or a bad thing is PURELY OPINION. You think it's a good thing, I don't. No one has to agree with me and in turn, I don't have to agree with you. One problem with alot of the peeps on DoveNet is they can't disagree. They will push and push and push until or unless someone says "ok your right!" just to shut them up. It doesn't mater who is right or wrong cause in this case, no one is either. It's simply a mater of opinion. People will spurr into an all out flamewar on DoveNet unless someone says "ok your right!" cause "I disagree" isn't acceptable.
