Yes indeed.

I think another reason for only-root-chown'ing has to do with space quotas on
shared systems, iirc quota systems are based on files you own anywhere (as
opposed to say, basing it on any/only files in your home directory).  So you
could chown files to someone else to prevent them from counting for your quota,
and then if you still had group permissions to r/w, you coudl still use the
files fine.
