Hmmm. I didn't realize it either, but it is true in linux:

[belly@smuckers belly]$ touch testfile
[belly@smuckers belly]$ ls -l
total 4
drwx------    2 belly    belly        4096 May  2  2001 mail
-rw-rw-r--    1 belly    belly           0 Aug 14 00:39 testfile
[belly@smuckers belly]$ chown nobody testfile
chown: testfile: Operation not permitted
